In 1996, the New York State Legislature passed into law the Computer Recycling for Education and Technology Enhancement (CREATE) Act. The law is to allow the donation of New York State agency surplus computer equipment to schools, libraries and other educational institutions. The law also authorizes the New York State Education Department (SED) to coordinate private donations of computer equipment for use in the education environment by acting as the facilitative vehicle for non New York State agency donations.
